Qatar's $400 million jet: the largest foreign gift to a president, bound for his library

Editor's note: letters from members of Congress and reporting document the gift and its planned transfer to his library, but no official finding establishes it.

What happened

Trump accepted a Boeing 747-8 from Qatar's royal family to serve as an interim Air Force One (designated 'VC-25B Bridge') and then be transferred to his presidential library foundation after he leaves office - what a Torres letter called 'the most valuable gift ever conferred on a president by a foreign government.' The plane made its first presidential flight on July 1, 2026, carrying Trump to the Theodore Roosevelt Library dedication.

The legal posture is contested at the highest level. A May 2025 DOJ memo - reportedly signed by AG Pam Bondi, who had previously lobbied for the Qatari government - concluded acceptance was permissible; the administration is fighting a FOIA suit to keep that memo secret. Ethics scholar Kathleen Clark called the arrangement 'an illegal, unconstitutional payoff from a foreign government to the president at a scale we actually have never seen.' The consensus expert view (FactCheck.org): a gift to the US government as Air Force One could be lawful, but donating it to Trump's private library would not be. Reporting also indicates the administration approached Qatar, not the reverse.

The public cost is real and obscured: the Air Force said security modifications would run 'under $400 million' but declined to update the figure citing classification, while Newsweek reported roughly $934 million pulled from a classified missile-defense program to speed the retrofit. Trump dismissed objections as 'stupid' and said 'only a fool' would refuse.
