Doing business with a foreign state: the Qatari Diar resort
On April 30, 2025 - weeks before Trump's official Gulf trip - Qatari Diar, a company established by Qatar's sovereign wealth fund, signed an agreement with developer Dar Global to build a Trump-branded golf club and villas in its Simaisma beachfront project, which Eric Trump called a collaboration with both. AP reported it was the Trump Organization's first foreign deal since Trump took office and appeared to cut against the ethics plan's stated line about not dealing with foreign governments (FOR-01).
The deal sits alongside the Qatari jet (FOR-02) and the family's broader Gulf expansion, forming a pattern in which Qatar - a government with significant business before the administration - simultaneously gifted the president an aircraft and partnered with his company on a multibillion-dollar development.
