Columbia: $221 million, a resolution monitor, and the template for every settlement that followed
Editor's note: the funding cut and the settlement are documented, but no court or official finding establishes that the cut was unlawful or retaliatory.
A federal task force canceled $400 million in Columbia grants and contracts in March 2025 over alleged failure to address campus antisemitism; Columbia's acting president said federal scrutiny imperiled $1.3 billion a year. Columbia settled in July 2025, agreeing to pay $200 million to the federal government over three years, plus a further $21 million EEOC settlement (July 2025) resolving a separate discrimination charge, which the EEOC itself later called the largest EEOC public settlement for any form of discrimination in nearly 20 years.
Beyond the payments, Columbia accepted admissions, hiring, and curriculum-review policy changes, and agreed to report to a 'resolution monitor' designated jointly by the school and the federal government, an ongoing external compliance-oversight structure with no clear precedent for federal-university relations at this scale.
Columbia's settlement became the explicit template other universities were pressed toward: the same core structure, a dollar payment, admissions/data-reporting requirements, and specific policy commitments including on transgender athletics, reappears with variations in the Northwestern (LFU-12), Cornell (LFU-12), and Brown (LFU-12) agreements that followed.
