“We have lifted 2.4 million Americans — a record — off of food stamps.”
The 2.4 million figure matches the Congressional Budget Office's estimate of how many people the new SNAP work-requirement rules in the One Big Beautiful Bill will cut from the program in a typical month: people losing food assistance by law, not people who no longer need it. SNAP participation did fall in his first year, from over 42.8 million in January 2025 to about 41.07 million in October 2025, the latest data before the speech, and further afterward. The administration credits a stronger economy and higher wages; CBO and analysts attribute much of the decline to the law's eligibility cuts. No opened source shows the drop was a record.
Who loses under the new rules, per CBO and the Center on Budget and Policy Priorities: roughly 800,000 adults aged 55-64, about 300,000 parents and caregivers of children 14 and older, and more than 300,000 veterans, homeless people, and former foster youth whose exemptions were eliminated. They must document 80 hours of work, education, or volunteering per month or lose benefits after three months.
The law cuts federal SNAP funding by $187 billion through 2034. "CBO estimates that about 2.4 million people in total will be cut from SNAP under the provision in a typical month." Center on Budget and Policy Priorities
