“We have $19.2 trillion, not billion, not million -- trillion with a T invested in plants and equipment that's being built all over the country.”
Measured investment was three orders of magnitude smaller. The Bureau of Economic Analysis put expenditures by foreign direct investors to acquire, establish or expand United States businesses at $232.2 billion for all of 2025, the first year of the term, with planned total expenditures including future years at $284.5 billion. His own administration's tally, which counts announced pledges rather than money spent and includes domestic corporate plans, stood at $9.6 trillion in January 2026 and $11.2 trillion by mid-September. Neither basis reaches $19.2 trillion.
Analysts at the Peterson Institute found that the Gulf state pledges making up a large share of that official tally, nearly $4 trillion, strain credibility, so even the lower figure overstates likely investment. Foreign direct investment did rise sharply, up 49.5 percent in 2025 from the year before, which supports a surge but not the figure. The two bases are not comparable: the official statistics count money actually spent by foreign investors, while his figure and the White House tracker both count announcements, including plans by American companies.
