“I settled seven wars, including the Democratic Republic of the Congo and Rwanda.”
The DRC-Rwanda war Trump claims he "settled" kept killing people within weeks of the deal. Just weeks after the June 27, 2025 signing in Washington, M23 fighters and alleged Rwandan soldiers massacred hundreds of civilians in four villages in Rutshuru, one of the deadliest incidents since M23's 2022 resurgence, according to the UN High Commissioner for Human Rights. One count put at least 319 civilians killed between July 9 and 21 alone. The deal had a fatal flaw: M23, the main armed group fighting the Congolese government, was not a party to the agreement and rejected it. By February 2026, NPR reported the fighting in eastern Congo was "far from over," with militias still training, attacking, and displacing civilians daily.
PolitiFact rated Trump's broader "ended seven wars" boast Mostly False, finding the agreements "mostly incremental accords without a certainty of long-term peace." The list also includes two situations that were never wars at all (an Egypt-Ethiopia dam dispute and Kosovo-Serbia, where there is little evidence war was brewing), and a Cambodia-Thailand ceasefire that both sides have since accused each other of violating. "In July, M23 members, together with alleged soldiers of the RDF (Rwandan Defense Force) and civilians armed with machetes, massacred hundreds of people — mainly Hutus — in four villages in Rutshuru. This is one of the deadliest incidents recorded since the M23's resurgence in 2022." — Volker Türk, UN High Commissioner for Human Rights, September 9, 2025
