“You know, we gave them $350 billion. Europe gave them much less, but still a lot. A hundred billion dollars.”
Trump has the ratio backwards. The Kiel Institute's Ukraine Support Tracker found that by April 30, 2024, European donor countries and institutions had allocated EUR 102 billion to Ukraine against EUR 74 billion from the United States, and Europe's lead has only grown since.
His "$350 billion" is not real spending either: the Congressional Research Service puts total U.S. supplemental appropriations in response to the war at nearly $174.2 billion for fiscal 2022 through 2024, about half his figure. The strongest point for his side is that Europe's military aid still relies heavily on U.S.-made weapons.
The gap has only widened. The Kiel Institute's February 2026 update found that in 2025 the U.S. halted new aid allocations entirely, while European military aid rose 67 percent above its 2022–2024 annual average and EU institutions agreed a new 90 billion euro loan for Ukraine in late 2025.
"Europe's lead in allocating aid to Ukraine has grown further, with EUR 102 billion in allocations by European donor countries and institutions compared to EUR 74 billion of U.S allocations." (Kiel Institute, June 2024)
