“The EU trade deal "we agreed in Turnberry, Scotland" is "the largest Trade Deal, ever," and "as per Agreement" the EU is to "cut their Tariffs to ZERO."”
The agreement does not say the EU will cut its tariffs to zero. The August 21, 2025 joint statement records only that the EU "intends to eliminate tariffs on all US industrial goods and to provide preferential market access for a wide range of US seafood and agricultural goods," an intention on industrial goods, not zero tariffs across the board. The United States, for its part, committed to keep a tariff of at least 15% on most EU goods, so the deal is not zero-for-zero.
Nor is it a binding agreement. Trade analysts describe the Turnberry framework as "not legally binding on either party," and a law firm analysis notes its terms are "vague and unlike the usual language in international agreements intended to be binding." As of May 2026 the European Parliament and member states were still negotiating the legislation needed to implement the EU's side.
