What the evidence shows

The October 12, 2000 bombing of the USS Cole, which killed 17 U.S. sailors in Aden, Yemen, was carried out by al-Qaeda, not Iran. The FBI investigation, the Department of Justice prosecutions, and the bipartisan 9/11 Commission all attributed the suicide-boat attack to al-Qaeda operatives, and the U.S. tried and convicted al-Qaeda members for it. No criminal or intelligence-community attribution has ever identified Iran as the perpetrator or planner of the Cole bombing.

There is one genuine wrinkle, and it does not vindicate Trump's framing. In March 2015, a U.S. federal judge in a civil suit found Iran and Sudan liable for providing material support (training and logistics) to al-Qaeda's Yemen network, awarding damages to a victim's family. But that was a default civil judgment under the terrorism exception to sovereign immunity, decided on a lower evidentiary standard with Iran not contesting the case. It establishes peripheral support to the broader network, not that Iran was "involved" in the attack itself, which remains an al-Qaeda operation.

Trump deployed this contested, decades-old civil finding as if it were established fact to help justify launching the 2026 war on Iran. After his speech, a U.S. military judge in the stillpending Cole case ordered prosecutors to review any evidence of an Iranian role, underscoring that no such operational link had been established in the quarter-century since the attack. The operational responsibility is, and has always been, al-Qaeda's. "The USS Cole bombing was a suicide attack by al-Qaeda against USS Cole, a guided missile destroyer of the United States Navy, on 12 October 2000, while it was being refueled in Yemen's Aden harbor." — Documentary record (FBI, DOJ, 9/11 Commission)
