“Maduro sent members of Tren de Aragua to terrorize American communities nationwide.”
Trump's own intelligence community concluded the opposite. The National Intelligence Council's April 7, 2025 assessment, produced by the administration's own analysts, found that the Maduro regime 'probably does not have a policy of cooperating with [Tren de Aragua] and is not directing TDA movement to and operations in the United States.' The claim that Maduro 'sent' the gang to America was contradicted by the U.S. government's formal intelligence judgment before Trump ever said it.
When the intelligence didn't match the talking point, the administration punished the analysts. In May 2025, Director of National Intelligence Tulsi Gabbard fired the two National Intelligence Council officials who oversaw the assessment, according to the Washington Post. The assessment itself was never rescinded on the merits. Independent legal and judicial scrutiny reached the same conclusion. John Bellinger, the State Department's top lawyer under George W. Bush, said flatly that 'there is no factual support for this statement.' And in September 2025 the conservative Fifth Circuit Court of Appeals found the administration's own findings 'do not support that an invasion or a predatory incursion has occurred,' rejecting the legal theory built on the Maduro-sent-the-gang premise.
